Randall G. Pence, president of Capitol Hill Advocates, Inc. is a registered lobbyist with 25 years of full-time, professional experience on Capitol Hill in Washington, DC, both as a senior-level staff member for two U.S. Senators and as the legislative, regulatory and political representative of business clients with issues before the U.S. Federal Government. Pence engages all aspects of government issues advocacy, including the parliamentary and technical nuances of issues advocacy essential for effective practice in shaping new law and regulations.
Prior to his lobbying career, Pence conducted operations in multiple organizational modes on Capitol Hill as a National Defense Policy Advisor to U.S. Senator Edward Zorinsky. Later, Pence served as the Legislative Director and Senate floor advisor to U.S. Senator David Karnes, managing a team of 14 legislative personnel.
Following his government service, Pence entered the private sector as a lobbyist and a senior management leader directing all government advocacy operations for a national trade association. In 1997, Pence founded Capitol Hill Advocates, representing the government policy interests of business clients and business trade associations to Capitol Hill, the White House and the federal agencies. In addition to his representation role, Pence is personally responsible for conceiving several pieces of legislation which have become U.S. law, as well as the legislative history documents used to interpret and implement that law.
Pence has provided political support for and served on steering committees of many past and current Members of the House and Senate and is active in a wide range of political operations to complement his legislative and regulatory practice. He is a graduate of the University of Nebraska, a lawyer and a member of the DC Bar Association.
